DARE COUNTY SCHOOLS
School Treasurer/Bookkeeper
Reports to: Principal/Finance Director
Purpose: To supervise the management of the school’s business and financial services, and to ensure compliance with appropriate laws, regulations and policies adopted by the board, the state and other governmental agencies related to school finance.
RESPONSIBILITIES:
- Oversees school level bookkeeping, including purchases and payroll data entry.
- Implements applicable finance policies and procedures.
- Efficiently completes essential job functions:
- Assures that all school funds are properly received and disbursed while maintaining accurate records o Prepares and maintains monthly payrolls for all school employees
- Maintains a daily attendance record for all employees
- Secures and assigns substitutes and maintains proper records for payroll
- Verifies leave balances annually o Maintains financial records and accepts responsibility for state, local, federal and other allotments at the school level
- Ensures expenditures do not exceed the school allotments provided by the district
- Generates requisitions and purchases orders; maintains inventory of supplies
- Verifies invoices against purchases
- Assists with answering incoming telephone calls and routes them to the proper person or department; answers questions regarding routine matters; directs messages to staff and students
- Serves as a liaison between employees and the district payroll specialists to help answer payroll related questions
- Performs other duties as assigned.
KNOWLEDGE AND ABILITIES:
- Knowledge of the principles, practices and procedures of public school finance procedures, preferred.
- Basic knowledge of federal, state and local laws, rules and regulations governing Financial Services functions including finance, accounting, accounts payable, payroll, and purchasing.
- Ability to administer financial policies and budgets and to maintain fiscal control through knowledge of generally accepted accounting and purchasing practices.
- Ability to make decisions, in conjunction with the school principal and/or district finance officer, in accordance with laws, ordinances, regulations and school system policies and procedures.
- Ability to exercise judgment and initiative within the guidelines and policies established by the system.
- Ability to establish and maintain effective working relationships and collaborate with the school and district staff.
- Ability to operate standard office machines and popular computer-driven word processing spreadsheets and file maintenance programs.
TRAINING AND EXPERIENCE:
- Associates Degree in accounting, bookkeeping, or related field, preferred.
- Experience with accounting, or an equivalent combination of training and experience that provides the required skills and abilities.
